Provisions

of the “MIRA” World Music Award Competition

of the International festival of  World music and crafts “World of Siberia”

 

1. General Provisions

 1. “MIRA” World Music Award Competition is held within the International festival of world music and crafts “World of Siberia” (hereinafter – the Competition).

 2. Aim and objectives of the Competition

 2.1. The aim of the Competition is to preserve and develop folk traditions and to involve children and youth into the sphere of folk art.

2.2. The objectives of the Festival are:

to promote the best pieces of folk art;

to expand a repertoire of folk ensembles;

to advance a level of performing abilities;

to reveal and support talented performers;

to strengthen creative relations between folk bands of Russian Federation and the near and far abroad countries.

 3. Conditions of participation

3.1. The professional or amateur creative groups and individual performers/soloists of world music and dance regardless their departmental affiliations are encouraged to take part in the Competition. The age and number of participants is not limited.

3.2. Applicants are required to provide a filled out application form (application form 1) to the International and Regional Cultural Affairs Center and attach all the materials mentioned in 3.3 of this Provisions. Online application is available at the Festival’s website www.festmir.ru at the ‘MUSIC’ section. 

3.3. Performers that want to take part in the Competition (hereinafter – the Competitors) are required to provide the following materials:

video materials (CD or flash-drive) of performances recorded not earlier than 2 years before the year of the Festival. The duration is no longer than 15 minutes. Any overdubbing or image overlay is not allowed. It is possible to provide a link to any of share sites of video hosting sited to download a Competitor’s presentational video.

photographs (for a group – a group picture dressed in concert costumes, for solo artist – portrait pictures dressed in concert costume), not less than 2, in jpg format (not less than 300 dpi and not less than 3 MB).

3.4. Live vocal and instrumental performance is an obligatory condition for participation in the Competition for performing groups and solo performers. The format of ‘back tracking’ audio recordings can be used as background music. ‘Back tracking’ audio recordings and phonograms are acceptable for choreographic groups.   

3.5. Applications and presentational materials must be received in the period of January 15 through March 31. Applications received after March 31 will not be considered.

3.6. At the wish of the Applicant additional presentational materials can be sent to the Organizer (mass-media materials, picture shots etc).

3.8. Registration fee is not required.

 4.The Procedure of the Competition

4.1. The Competition is held in two stages:

Stage 1: from April 1 through 20 (distance elimination round) in the city of Moscow. The Jury will examine and assess presentational materials received and determine a list of Competitors for the MIRA World Music Award Competition (hereinafter – the Award).

The Competitors will be determined in two age categories: children (5 to 17 years old) and adults (18 years old and older). Creative groups of each age category are not allowed to have more than 25% of members from another age category.

Nominations:

1. Ensemble:

vocal;

vocal-instrumental;

instrumental;

choreographic.

2. Performer:

vocalist;

vocalis/instrumentalist;

instrumentalist;

dancer.

Assessment criteria:

performing skills;

uniqueness and originality of creative material;

ethnographic authenticity of material.

The Jury assesses the Competitor’s performance skills (creative groups and soloists) who applied for the Competition by filling out assessment lists and determines the Nominees who will take part at the stage 2 of the Competition (on-site elimination round).

In each nomination and each age group the Jury must determine not more than three Nominees. 

The list of Nominees will be published at the Festival’s website www.festmir.ru and the International and Regional Cultural Affairs Center’s website www.miracentre.ru not later than May 1.

An official invitation for the stage 2 of the Competition will be sent by coordinating manager not later than May 15.

Stage 2: will be held at the Shushenskoye village (on-site elimination round). Dates of the stage 2 of the Competition are to be published at the Festival’s website www.festmir.ru and the International and Regional Cultural Affairs Center’s website www.miracentre.ru.

The Jury will watch the performances of the Nominees and determine the winners of each nomination of each age group ant the winner of the Award. 

Nominee’s performances time-limit: 10 – 15 minutes for solo performers, 15 – 20 minutes for ensembles.

After watching competition performances the Jury will determine one winner of the Award, one winner in each nomination of each age group.

 Special prizes can be established by the Jury after assessing all the performances of the Competition.

The Jury assesses the competitive performances by filling out the assessment list where each criterion can get maximum of 10 points.

The Jury’s decision is recorded in protocol and is not subject to any appeal.  The Jury has a right not to award Nominees and Winners in any of the nominations.

If the Nominees got an equal amount of points, the Chairman of the Jury has a right to give 10 additional points to one of the Nominees or Competitors.

4.3. The panel of judges is approved by the Organizing Committee and consists of musicians, choreographers, specialists in art, culture science, folklore, ethnography of Russia, neighboring countries and beyond.   

4.4. Order of rehearsals and performances of the Nominees of the Competition’s stage 2 at the main stage of the Festival is to be sent to Nominees by the International and Regional Cultural Affairs Center not later than June 15.

5. Awarding

5.1. All the Competitors will be awarded with the Competition Diplomas.

5.2. Nominees who take part in the on-site elimination round at the Shushenskoye village, who has not won the Award and who has not become a winner of any nominations of any age group will be awarded with Nominees Diplomas, and bonus of 20 000 (twenty thousand) rubles (inclusive of tax).

5.3. Nominees who take part in the on-site elimination round at the Shushenskoye village and who got a special prize of the Jury, but has not won the Award or has not become a winner of any nomination of age group will be awarded with Special Prize Winner Diplomas, and bonus of 20 000 (twenty thousand) rubles (inclusive of tax).

5.4. Nominees of the Competition who don’t take part in the on-site elimination round at the Shushenskoye village, will be awarded with Nominees Diplomas.

5.5. Winners of the Competition’s nominations of all age groups will be awarded with Winner Diplomas and bonus of 40 000 (forty thousand) rubles (inclusive of tax).

5.6. The “MIRA” World Music Award winner will be awarded with the “MIRA” World Music Award Winner Diploma and bonus of 200 000 (two hundred thousand) rubles (inclusive of tax), as well as a souvenir which is a “MIRA” Award bronze bowl.

5.7.Additional awards and special prizes can be established by sponsors, organizations etc.

5.8.The bonus will be transferred to the bank account of the affiliated organization of the Nominee, Winner or the “MIRA” Award Winner in case they were sent to the Competition by the affiliated organization. The bonus will be transferred to the personal bank account of the Nominee, Winner or the “MIRA” Award Winner in case they are independent artists (in case of ensemble, the bonus is transferred to the personal account of one of the members, the rest must provide written statements of agreement).   

 6. Financing of the Competition

 6.1. Organizing Committee covers 3 meals a day and accommodation of the Nominees in the period of the Competition’s on-site elimination round: principal performer (age group – children) and one attendant; ensemble (not more than 12 people). Nominees themselves or sending organizations cover all the meals and accommodation expenses in case it exceeds the number of people mentioned above.  

6.2. The expenses related to traveling to the Abakan, Minusinsk and back, are to be covered by the Nominees’ sending organization or the nominees themselves.

The expenses related to traveling from Abakan and Minusinsk to the Shushenskoye village and back, are to be covered by the International and Regional Cultural Affairs Center.

 7. Final Provisions

7.1. All materials received or recorded by the Organizers during the Competition (photos, audio and video) are considered to be the property of the Organizers of the Festival – International and Regional Cultural Affairs Center. The Organizers reserve the right to reproduce, distribute video and audio recordings made during the Festival, use them in the publication of collections, booklets, DVDs and audio release without paying fees to the Nominees, winners of the nominations and Winners of the “MIRA” World Music Award Winner. It does not require additional agreements with the Guests and Participants of the Festival.

7.2. Competitive and presentational materials received from the Competitors can be uploaded to the Festival’s website www.festmir.ru, International and Regional Cultural Affairs Center’s website www.miracentre.ru, at Organizer’s and Festival’s social networks and be used for promotion purposes of the Festival.
